the following posts.
POST: Insurance Compliance Officer: Insurance Supervision Department
(ISD) Grade 8
Requirements:
- BA/BSc in Accounting or Finance.
- A diploma in insurance or equivalent will be an added advantage.
- Must have adequate working experience in the field of Insurance
and or Finance.
- Must be computer literate.
Duties:
- Present off-site analysis of financial statement of insurance
operators;
- Identify compliance issues and present reports on the compliance
status of insurance operators;
- Participate in on-site examinations and prudential visits and
present reports;
- Prepare draft reports;
- Carry out all other tasks assigned.
POST: Bank Examiner: Financial Supervision Department (FSD) Grade
8
Requirements:
- BA/BSc in Accounting or Economics or Business Administration
or Finance or Banking.
- Must be computer literate.
- Must have excellent writing and analytical skills.
Duties:
- Scrutinize returns submitted by banks;
- Monitor the compliance of banks on prescribed regulatory requirements;
- Conduct off-site examination of banks;
- Analyse the financial performance of banks;
- Monitor developments of new banking products in the banking sector;
- Assist in the processing of applications for banking licenses;
- Provide clarifications to queries made by banks;
- Any other duties that may be assigned by the Head of Department
POST: Bank Official: (Credit Reference Bureau) – Financial
Supervision Department) Grade 8
Requirements:
- Undergraduate Degree in the Social Sciences.
- Good analytical skills
- Good understanding of computer software
Duties:
- Liaise with commercial banks on Credit Reference Bureau issues;
- Provide analysis of data submitted by banks;
- Assist in the management of the affairs of the Credit Reference
Bureau;
- Co- ordinate training of banks on Credit Reference Bureau;
- Draw Management’s attention to any violations of the Credit
Reference Bureau requirements;
- Compute penalty charges for late submission of returns to the
bureau;
- Participate in on-site examination of banks;
- Any other duties that may be assigned by the Head of Department.
POST: Financial Analyst: (Financial Intelligence Unit - FIU), Financial
Supervision Department Grade 8
Requirements:
- BA/BSc in Accounting or Finance or Banking or Mathematics or
Statistics or Economics.
- Must be computer literate
Duties:
- Will be responsible for receipt, compilation and analysis of
Suspicious Transaction Reports;
- Monitor compliance with the Money Laundering Act 2003 by all reporting
institutions;
- Monitor new typologies of money laundering and other financial
crimes and inform relevant authorities;
- Assist in the compilation of FIU annual reports;
- Serve as the liaison officer between the FIU and other stakeholders
in the fight against money laundering;
- Serve as desk officer for designated entities;
- Participate in the analysis and investigation of Suspicious Transaction
Reports and liaising with reporting institutions;
- Any other duties that may be assigned by the Head of Department.
POST: Investigation Officer: Financial Supervision Department GRADE
8
Requirements:
- BA in Law or other relevant field of study.
- Must have at least five years work experience serving as a police
officer.
- Must have attained at least the rank of senior officer.
- Must be computer literate.
Duties:
- Will be responsible for monitoring of Suspicious Transaction
Reports and liaison with reporting institutions for additional information;
- Ensure completeness of reports by analysis on Suspicious Transaction
Reports before dispatch to the law enforcement agency concerned
for further action;
- Responsible for handling requests for information from other government
agencies and FIUs;
- Participate in the investigation of money laundering offences
and other financial crimes and drafting of reports to that effect;
- Responsible for liaison between the FIU and other government agencies
involved in the fight against money laundering;
- Any other duties that may be assigned by the Head of Department.
POST: Economist (Money and Credit Unit) Economic Research Department)
GRADE 8
Requirements:
- BA/BSc Degree in Economics plus two years work experience. A
Masters Degree will be an added advantage.
- Applicant should be highly computer literate and familiar with
relevant statistical packages.
- Ability to initiate and prepare research papers.
- Good analytical and report writing skills.
- Ability to work proficiently under minimum supervision.
Duties:
- Monitoring and assessing developments in monetary and external
sectors;
- Assist in the preparation of monetary and financial statistics,
including the monetary;
- Carry out periodic economic and financial surveys;
- Assessing the relationship between monetary accounts and other
macroeconomic statistics;
- Assessing the quality of monetary statistics with reference to
data quality framework developed by the IMF;
- Analysis of monetary prices, foreign exchange, fiscal and trade
data relating to the Gambian economy;
- Monitoring regional and international monetary and exchange rate
developments;
- Day to day monitoring of liquidity conditions;
- Preparation of projections of macroeconomic variables;
- Any other duties that may be assigned by the Head of the Department.
POST: Statistician: - (Economic Research Department) GRADE 8
Requirements:
- The applicant must posses the minimum qualification of a first
degree in statistics or economics and at least three years relevant
working experience.
- Good analytical and report writing skills.
- Knowledge of statistical software packages such as SPSS or micro
fit will be an added advantage.
- Must be computer literate.
- Proficient in database management.
- Ability to work independently under-minimum supervision.
Duties:
- Co-ordinate economic and statistical surveys;
- Oversee the database management programme of the Research Department;
- Preparation of analytical reports on macro-economic issues;
- Compilation of monetary and financial statistics;
- Engage in forecasting of macro variables;
- Contribute to work related to the publication of Annual Reports
and Quarterly Bulletins of the Bank;
- Any other duties that may be assigned by the Head of Department.
POST: Accountant: (Finance Department). Grade 8
Requirements:
- ACCA certificate stage or;
- A BA in Accounting.
- Must be computer literate – Microsoft Application such as
Word, Access and/or Excel.
- Knowledge of an Accounting package will be an added advantage.
- At least 3 years working experience in an Accounting environment
or completion of ACCA Professional stage.
- ACCA final stage would be an advantage.
Duties:
- Assist the head of Treasury Unit;
- Supervise Debt Service & other Government Foreign payments
and payments on behalf of projects;
- Verification of swift messages;
- Prepare daily reports and budgets;
- Prepare Bank Reconciliation Statements;
- Any other duties that may be assigned by the Head of Department.
POST: Banking Officer: (Banking Department) Grade 8
Requirements:
- BA/BSc in Accounting, or Business Administration/Management,
or Finance or Banking, or Economics.
- CIB (Chartered Institute of Bankers) certificate will be an advantage.
- Must be computer literate.
Duties:
- Management of Government and Commercial Bank Accounts;
- Reconciliation of Government and Commercial Bank Accounts;
- Scrutiny and approval of payment instrument;
- Supervision of junior clerical staff;
- Provision of timely clarification of queries by Banks and other
Account holders;
- Completion of questionnaires from Auditors regarding accounts
of customers;
- Assist in formulation of strategies geared towards development
of the payment system in The Gambia;
- Any other duties that may be assigned by the Head of Department.
POST: Foreign Department Officer: Foreign Department (FD) Grade
8
Requirements:
- BA/BSc in Finance or Economics or Banking.
- Must be computer literate.
- Must have excellent writing and analytical skills.
- Good communication skills.
Duties:
- Preparation of weekly, monthly, and quarterly FX market reports;
- Compilation and monitoring of the monthly returns of operators
in the FX market;
- Conduct surveys of activities in the cross boarder trade;
- Conduct surveys and presentation of analysis on foreign exchange
developments in the tourism sector;
- Collection and compilation of returns from banks on foreign currency
deposits by customers on collection basis;
- Preparation and presentation of the weekly market report for the
weekly Market Review Session;
- Preparation of daily analysis of movements of exchange rates in
the international and domestic markets;
- Any other duties that may be assigned by the Head of Department.
POST: Microfinance Officer: Microfinance Department Grade 8
Requirements:
- BA/BSc Degree in Economics, Accounting, Finance, Banking, Agricultural
Economics or any of the related fields relevant in microfinance.
- 2 or 3 years experience in microfinance development will be an
added advantage
- Must be computer literate.
Duties:
- Conduct on-site and off-site examination of microfinance institutions
(MFIs);
- Analyse returns and report writing on MFIs;
- Conduct research and publication of studies on MFIs and developments
in the sector;
- Promotion and coordination of microfinance activities;
- Collaboration with stakeholders in the sector in the development
of the MFIs;
- Training of microfinance stakeholders regulated by the Bank in
issues related to the functions of the department;
- Any other duties that may be assigned by the Head of Department.
POST: IT SECURITY PERSONNEL (IT UNIT) GRADE 9
Requirements:
- Candidate should have at least 3 years work experience in Telecom
or IT industry at a network security (LAN/MAN/WAN) management function.
- MCSE Security and/or Bachelors Degree in a related field is an
added advantage.
- An up to date knowledge in network technologies.
Duties:
- Manage the development and implementation of Bank global security
policy, standards, guidelines and procedures to ensure ongoing maintenance
of security;
- Demonstrate technical competence in network security, engineering,
strategic planning and management;
- Physical asset protection and access control systems;
- Information protection, network access and monitoring policies,
employee education and awareness;
- Design and deploy secure and reliable architecture;
- Writing security requirements, assessing services and systems
for security;
- Design and test disaster recovery procedures;
- Monitor networks to ensure confidentiality and integrity of duty
and availability of all network services;
- Any other duties that may be assigned by the Head of the Unit.
